    لجأ نابليون منذ توليه الحكم عام 1852 كإمبراطور على فرنسا إلى سياسة تركزت على تخفيف عبأ تكاليف العمليات الاستيطانية من خلال توجيه نداء للشركات و الشخصيات المالية الخاصة للاستثمار في الجزائر بمنحها مشاريع أشغال كبرى و بناء الطرق و سكك الحديد و سدود، إلى جانب المساهمة في الاستيطان البشري الأوروبي ببناء قرى استيطانية وذلك بتقديم حوافز مادية و عقارية.وهو ما يبرز أهمية الشركات الاستثمارية على غرار الشركة الجنيفية فقد اتخذت الحكومة الفرنسية خطوة كبيرة الاستيطان الفعلي، والذي سيكون له تأثير على التنمية الزراعية والتجارية في أفريقيا الشمالية عموما وفي الجزائر بالخصوص.
