US Foreign Policy Towards Palestinian - Israel Conflict From 2001 to 2018

Since the beginning of the Palestinian-“Israeli” conflict in the mid 20th century, the strategies of U.S. foreign policy towards the conflict varied from one period to another and from one president to another. This study attempts to clarify the factors that made U.S foreign policy and casts light on the most important conflict spots. Also it aims at investigating the political strategies and practices of the Bush, Obama and Trump's administration, from 2001 to 2018 and their impact on the conflict. The method adopted to achieve this purpose is a descriptive-analytical method, where the study intends to describe the historical events of the Palestinian-“Israeli” conflict and to analyze the impact of the political strategies and practices adopted by the three administrations. The results obtained from the study demonstrate that the U.S. foreign policy political strategies and practices of three administration are completely biased to “Israel” and all the initiatives put forward by them do not give the Palestinian people the most basic rights to self-determination and the establishment of an independent state.منذ بداية الاستعمار في منتصف القرن العشرين , اختلفت إستراتيجيات السياسة الخارجية الأمريكية تجاه الصراع الفلسطيني الإسرائيلي من فترة إلى أخرى ومن رئيس إلى آخر. هذه الدراسة حاولت توضيح العوامل المساهمة في صنع السياسة الخارجية الامريكية كما ركزت على اهم محطات الصراع . ومن أهم أهداف هذه الدراسة هو دراسة الاستراتيجيات والممارسات السياسية للإدارات الثلاثة ومدى تأثيرها على الصراع . وللوصول إلى أهداف الدراسة استعملنا المنهج الوصفي التحليلي لوصف الاحداث التاريخية وتحليل الاستراتجيات المتبعة من قبل الادارات وتأثيرها . ومن النتائج التي توصلت إليها الدراسة ان الاستراتجيات والممارسات السياسية للإدارات الثلاثة تتمثل في الانحياز الكامل لإسرائيل كما ان كل المبادرات التي طرحت من قبلهم لا تعطي الشعب الفلسطيني أبسط حقوقه في تقرير مصيره وإقامة دولته المستقلة.

The fall of the Communist quarters in 1991opened the door for a unipolar world led by the United States as the sole global dominant power. This new role made of the US a distinctive country compared to the rest of the other world countries in terms of global politics. The present paper attemptes to study the major historical rationales and policies which contributed to the emergence of the U.S as a dominating superpower. Meanwhile, it aims to shed light on the different aspects of U.S hegemony overseas including military, political, economic and even cultural dimensions. In doing so, a descriptive analytical method has been adopted in order to trace the different historical events that contributed to building what is called today the US hyperpower. This will be backed by statistics, maps and diagrams in order to demonstrate the US hegemonic nature with proven evidence. The findings show that America is actually in a quest to maintain its position as superpower and “world leader” underpinned by its historical and ideological legacies that helped to shape the American domination over the international order and its institutions. دى سقوط الحزب الشيوعي في عام 1991 إلى فتح الباب أمام عالم أحادي القطب بقيادة الولايات المتحدة الأمريكية باعتبارها القوة العالمية المهيمنة الوحيدة المتبقية وذلك بعد انهيار الاتحاد السوفياتي. الدور الجديد الذي لعبته الولايات المتحدة الأمريكية في العالم جعل منها دولة مميزة مقارنة بباقي دول العالم الأخرى وذلك من حيث السياسة العالمية. ولذلك فإن هذا العمل يهدف إلى دراسة أهم الأسباب، الأحداث والسياسات التاريخية التي ساهمت في ظهور الولايات المتحدة كقوة عظمى مسيطرة على العالم بأكمله. وفي الوقت نفسه فإنه يهدف إلى تسليط الضوء على الجوانب المختلفة للهيمنة الأمريكية متمثلة في هيمنتها العسكرية، السياسية، الاقتصادية وحتى الثقافية. حيث تم اعتماد طريقة تحليلية وصفية بغرض تتبع الأحداث التاريخية المختلفة التي ساهمت في بناء ما يسمى اليوم بالقوى العظمى للولايات المتحدة وكذا تم عرض إحصائيات، خرائط و رسوم بيانية لإظهار طبيعة الهيمنة الأمريكية بأدلة مثبتة. حيث أظهرت النتائج المتحصل عليها حقيقة أن أمريكا تسعى فعلاً إلى الحفاظ على زعامتها العالمية وذلك بفضل إرثها التاريخي والأيديولوجي الذي ساعد في تشكيل الهيمنة الأمريكية على النظام الدولي عامة والمؤسسات الدولية خاصة. وبشكل عام، تم تقسيم العمل إلى فصلين، حيث تم التطرق في الفصل الأول إلى الخلفيات التاريخية، أهم الأحداث، الإجراءات والسياقات التي ساهمت بشكل ملحوظ في ظهور الولايات المتحدة كإمبراطورية والتي قدمت في الوقت نفسه إطار عمل للفصل الثاني الذي تناول مدى امتداد الهيمنة الأمريكية سياسيا، اقتصاديا، عسكريا وثقافيا.
