    as we know that small and medium enterprises are an effective tool in achieving local development, in view of the employment opportunities they give and which cut the severity of both unemployment and poverty together; and small and medium enterprises have been able during the past two decades to show their effectiveness in promoting economic activity, This is what prompted the Algerian state to increase interest in it. Through this research paper we wanted to highlight the developmental role of small and medium enterprises in Algeria, and the study also included a practical model through a case study of the city of Sidi Bel Abbes, where it was highlighted to highlight the reality of small and financial institutions The status and extent of its activation of the state's development movement.
