    The primary objective of this study is to identify the contribution of university determinants in the development and establishment of innovative high-tech projects. This was done by identifying the most important university determinants, higher education policies, scientific research and university training, and demonstrating their role in the development and establishment of innovative high-tech projects by conducting a field study using a questionnaire method on a sample of Algerian universities. We analyses the collected data from the distributed questionnaire using statistical tools and tests such as correlation coefficient, Cronbach’s Alpha, intermediate average and multiple comparison test using SPSS 22. The study concluded that the Algerian university through the studied determinants contributes to the development and establishment of innovative projects with high technology. The most influential determinants are scientific research, while the most limiting determinants are the university formation. Finally, the study found a statistically significant impact on university determinants in the development and establishment of innovative projects with high-tech in the Algerian university
