    أداء مؤسسات التعليم العالي في الجزائر في ظل التسيير العمومي

    يسعى هذا البحث إلى الإجابة على الإشكالية المطروحة المتعلقة بانعكاسات التسيير العمومي على أداء مؤسسات التعليم العالي في الجزائر، كما يهدف إلى تقديم تصور مقترح لتحسين أداء هذه المؤسسات في ظل تسيير الدولة. حيث تمّ التوصل إلى نتائج متعددة، يمكن إجمالها فيما خلفه تسيير الدولة على أداء مؤسسات التعليم العالي في الجزائر، حيث عرفت تدنيا ملحوظا في عدة مؤشرات مرتبطة أساسا بالنوعية والجودة؛ سواء من الناحية البحثية والتعليمية، أو من الجانب الإداري غير المساير للتطورات الحديثة. كما أصبحت مؤسسات التعليم العالي، بفعل التمويل الشبه كلي للدولة، رهينة تقلبات أسعار المحروقات في السوق الدولي. إلا أنها، من جانب آخر، قد عرفت تحسنا في العديد من المؤشرات على غرار اعتماد المقاربة التشاركية في التسيير، وتمتع هذه المؤسسات بديمقراطية داخلية، خاصة في الجانب البيداغوجي والعلمي.The aim of this article is to answer the main problematic concerning the repercussions of the state, management on performance of the institutions of higher education in Algeria. In addition, this article aims to give us a proposed vision to enhancing relationship between this institutions and the state. This research extracted many conclusions, such as weakness of the educational and research quality, and the administrative performance is very old and not adapted with the modern trends models. So, the higher education institutions became attached by the rising or fallen of the oil market. But, the Algerian higher education institutions has witnessed remarkable progress in many indicators, such as the implementation of the participatory approach in managing their issues and enjoying by internal democracy, especially in pedagogical and scientific aspects.
