    دور الحكومة الإلكترونية في تفعيل الحكم الراشد بين دولة الإمارات والجزائر

    "في ظل التحولات التي تشهدها الممارسات الحكومية، والتي نتج عنها العديد من التحديات التي تواجه مختلف المؤسسات الحكومية، أصبح من الصعب على هذه المؤسسات أن تعمل في الوقت الحاضر كما كانت تعمل سابقا، بل أصبح عليها أن تعمل على التكيف والتعامل مع التغيير والتطور السريع مع ظهور تكنولوجيات الاتصال والمعلومات، وبالتالي فإن استمرارية التطوير لمختلف جوانب العمل الحكومي يعد ضروريا لنجاح المؤسسات العمومية في تحقيق أهدافها. ومن هنا تبرز أهمية الحكومة الالكترونية في بناء مؤشرات الحكم الراشد. وباستخدام تكنولوجيا المعلومات في الأعمال الحكومية وما يصحبه من تطوير في كافة المعاملات الحكومية الحديثة وتبسيطها ونقلها من الأطر التقليدية الورقية البيروقراطية إلى الأطر التقنية الالكترونية المتقدمة، بالاستخدام الأمثل والاستغلال الأنجع لأحدث عناصر التكنولوجيا ونظم شبكات الاتصال والربط الالكتروني والانترنت وتحقيقا للتميز والارتقاء بكفاءة العمل الإداري، والرفع من جودة الأداء الحكومي، عن طريق انجاز المعاملات الكترونيا وتوفير الوقت والجهد والمال. مما يوفر على المواطنين والمؤسسات عناء التنقل بين الإدارات الحكومية المختلفة والانتظار لساعات في طوابير طويلة وكذا التخفيف من العراقيل البيروقراطية، وأيضا يستفيد الفرد من المشاركة في صنع القرار، كما تهدف إلى التخفيف من الأعباء المالية للحكومة، وفي تكريس الشفافية وحكم القانون وحكم راشد. تلقي هذه الدراسة الضوء على تجارب كل من دولة الامارات العربية المتحدة والجزائر في مجال الحكومة الالكترونية، وترتكز على أهم ملامح التجربة واستخلاص عددا من الدروس التي يمكن الاستفادة منها بين الدولتين، حيث تم استعراض مشاريع الحكومة الالكترونية في مدينة دبي والجزائر.""In light of the transformations witnessed by government practices, which have resulted in many challenges facing various governmental institutions, it is difficult for these institutions to operate at the present time as they did previously, but they have to adapt and deal with change and rapid development with the emergence Communication and information technologies, and therefore the continuous development of various aspects of government work is necessary for the success of public institutions in achieving their objectives. Hence the importance of e-government in building indicators of good governance The use of information technology in government works and the accompanying development in all modern government transactions, simplifying and transferring them from the traditional paper-based bureaucratic frameworks to the advanced electronic technical frameworks, by optimizing the use of the latest elements of technology, systems of communication networks, electronic connectivity and the Internet, achieving excellence and improving the efficiency of administrative work. The quality of government performance, through the completion of transactions electronically and save time, effort and money. This will save citizens and institutions the difficulty of moving between various government departments, waiting for hours in long queues, easing bureaucratic obstacles, and also benefiting the individual from participating in decision-making, as well as reducing the financial burdens of the government. This study highlights the experiences of the United Arab Emirates and Algeria in the field of e-government, and is based on the most important features of the experience and draw a number of lessons that can be used between the two countries, where e-government projects were reviewed in Dubai and Algeria."
