    تعتبر السياسة العامة من بين أهم الأطر النظرية والفكرية الواسعة، التي تعنى بها مختلف الدراسات، ففيها نجد ما تريد السلطة نية القيام به أو الكف عنه من مجموع برامجها التي تحضى بالأهمية داخل المنظومة السياسية بمختلف فواعلها الرسمية منها وغير الرسمية ذات المتطلبات النوعية والكمية على حد سواء، وفي حدود ما تتوافر عليه الدولة من ممكنات ومقدرات مادية وبشرية، وتعتبر السياسية السكنية في الجزائر إحدى أهم السياسات ذات الأولوية التي تسعى الدولة من خلالها لتحقيق الثقة اللازمة بينها وبين الجهات الفاعلة غير الرسمية على المستوى المحلي أو الإقليمي وحتى الدولي وبما يضمن في النهاية صنعا لسياسة سكنية عامة فاعلة وناجحة . The general policy is among the most important large theoretical and intellectual frames that the studies cover. It contains what the authority intends to do or stop doing regarding its programs that have importance inside the political system with all its various official actors and the non-official ones that have quantitative and quantitative requirements according to the human and material potentials of the state. The housing policy in Algeria is among the most important policies that are prioritized by the state to achieve the necessary trust between it and the unofficial parts locally and regionally, and even internationally to manufacture an effective general housing policy..
