| dc.description.abstract | ما يؤمل من التنظيم الإداري اللامركزي، الذي تعد البلدية ركيزته الأساسية، هو تحمل جزء من العبء العام للدولة، عن طريق التشخيص الدقيق للحاجيات العامة المحلية، بحكم الإطلاع عن قرب؛ ومن ثم محاولة التكفل بها، وفق مبدأ الأولويات، إلا أن ذلك يتطلب موارد حقيقية، لمجابهة الأعباء المتزايدة من جهة ولتلافي المديونية والعجز المالي من جهة أخرى . ولما كان المال العام عرضة لكل أنواع الفساد، فإخضاع مالية البلدية لهيئات رقابة قبلية وقائية؛ و أخرى بعدية عقابية، ضروري للوصول إلى تحقيق أقصى أهداف الخدمات العامة المحلية، بأدنى تكلفة مالية ممكنة، وذلك مرهون بمراجعة النظام الميزانياتي و المحاسباتي، و أساليب تنفيذهما و الرقابة عليهما .
