Abstract
هدفت دراستنا للتعرف على الإدارة الرقمية ودورها في تحسين الخدمة العمومية - دراسة حالة مصلحة
البيومتري لولاية الوادي ، وقد انطلقنا من الإشكالية التالية :
إلى أي مدى تساهم الإدارة الرقمية في تحسين الخدمة العمومية بمصلحة التوثيق البيومتري لبلدية الوادي ؟
وقد أدرجنا تحته الأسئلة الفرعية التالية :
- ما هو واقع استخدام تقنيات الإدارة الرقمية في مصلحة التوثيق البيومتري لبلدية الوادي ؟
- ما هو مستوى تطبيق الإدارة الرقمية في مصلحة التوثيق البيومتري لبلدية الوادي ؟
- ما طبيعة تأثير الإدارة الرقمية في تحسين الخدمة العمومية في مصلحة التوثيق البيومتري لبلدية الوادي ؟
وقد اعتمدنا في هذه الدراسة على المنهج الوصفي التحليلي، وتم الاعتماد على العينة القصدية نظرا لطبيعة
الموضوع المدروس ، كما تم إستخدام أداة الإستبيان لجمع المعطيات ، وقد خلصنا في دراستنا إلى النتائج التالية :
- هناك وسائل وتجهيزات للإدارة الرقمية ذات مستوى عالي بمصلحة التوثيق البيومتري لبلدية الوادي .
- هناك جوانب من نقص في تسخير وتطبيق التقنيات الضرورية لتفعيل الإدارة الرقمية بمصلحة التوثيق
البيومتري لبلدية الوادي .
- هناك جوانب تقوم اإدارةالرقمنةبالتأثيرفيالخدمةالعموميةوتحسينها،إلا أن الملاحظ فيه نقص في
تعامل الزبائن مع خدمة الإنترنيت وأن البرمجيات الحديثة المستخدمة لم تؤثر بشكل مرضي في تحسين الخدمة
العمومية بمصلحة التوثيق البيومتري لبلدية الوادي .
Our study aimed to identify digital administration and its role in improving public service - a
case study of the Biometric Department of the State of El Oued. We started from the following
problem :
what extent does digital management contribute to improving public service in the interest of
biometric authentication for the Municipality of El-ouad ?
We have included the following sub-questions :
- What is the reality of using digital management techniques in the Biometric
Documentation Service of the Municipality of El-ouad ?
- What is the level of application of digital management in the Biometric Authentication
Department of the Municipality of El-ouad ?
- What is the nature of the impact of digital management in improving public service in the
interest of biometric authentication of the Municipality of El-ouad ?
In this study, we relied on the descriptive analytical approach, and relied on purposive
sampling due to the nature of the subject studied. A questionnaire tool was also used to collect
data. In our study, we concluded the following results
- There are means and equipment for high-level digital management in the Biometric
Authentication Department of the Municipality of El-ouad .
- There are aspects of a deficiency in harnessing and applying the necessary technologies
to activate digital management in the Biometric Documentation Service of the Municipality of
El-ouad .
- There are aspects in which the Digitization Department influences and improves the
public service, but what is noted is a lack of customer interaction with the Internet service and
that the modern software used has not had a satisfactory impact on improving the public
service in the interest of biometric of the Municipality of El-ouad .
