Abstract
تمثل مشكلة البطالة وتوظيف القوى العاملة أحد أهم القضايا ذات الآثار السلبية على المستوي الاجتماعي والاقتصادي والسياسي بالجزائر، ومن التفسيرات الهامة لأزمة البطالة مشكلة عدم ملائمة مخرجات التعليم العالي لاحتياجات سوق العمل. وتبرز أهمية دراسة هذه المشكلة من نواحي عدة مثل جدوى الإنفاق والحاجة لترشيد الإنفاق المتزايد على التعليم العالي، وتأصيل أسباب مشكلة البطالة بين الشباب المتعلم، بالإضافة للتعرف على أهمية التخطيط التعليمي في تقليص الفجوة بين مخرجات التعليم العالي واحتياجات سوق العمل بغية تلبية طموحات المجتمع من ناحية وحاجات ومتطلبات التنمية من ناحية أخرى. لذلك ستتم الإحاطة بمختلف أبعاد هذا الموضوع انطلاقا من التركيز على النقاط الموالية: - واقع سوق الشغل في الجزائر. - مخرجات الجامعة وفائض العمالة في الجزائر. - أهمية التخطيط التعليمي في تقليص الفجوة The unemployment crisis and manpower employment represents one of the main
issues which have negative effects on the social, economic and political levels in Algeria,
among the important interpretations of the unemployment problem is the inadequate
output of higher education to the needs of the labor market.
The importance of studying this problem highlights in many aspects such as the
feasibility of spending and the need to rationalize the increasing spending on higher
education, and rooting causes of the unemployment problem among the educated youth,
in addition to identifying the importance of educational planning in reducing the gap
between higher education outputs and labor market needs in order to meet the aspirations
of the community on one hand, the needs and requirements of development on the other
hand.
Thus, the different dimensions of this subject would be elaborated based on the
following points
