Abstract
تعاني الجزائر على غرار العديد من دول العالم وضعية تنافسية ضعيفة في مجال القطاع الزراعي، الامر الذي دفع بها الى التبعية الزراعية واللجوء إلى الاستيراد لتغطية وسد العجز في الطلب المحلي بفواتير كلفت خزينة الدولة مليارات الدولارات،ومن هذا المنطلق، وبهدف المساهمة في تحسين تنافسية القطاع الزراعي الجزائري والنهوض به جاءت هذه الورقة البحثية، التي سعت الى توضيح ظروف تنافسية القطاع الزراعي بشكل عام والقطاع الزراعي الجزائري على وجه الخصوص، حيث سعت الدراسة الى تحديد وتشخيص مميزات القطاع الزراعي الجزائري ومقومات نجاحه من خلال اعتماد انموذج الماسة للاقتصادي مايكل بورتر، وباستخدام المنهج الوصفي التحليلي توصلت الدراسة الى مجموعة من النتائج، اهمها: يمتلك القطاع الزراعي الجزائري ظروف تنافسية كبيرة جدا منها الموارد المادية والبشرية الا انه من ناحية الكفاء التشغيلية فان الجزائر لزلت بعيدة كل البعد عن الاستخدام الكامل لمحددات نشاطها الزراعي. Abstract:
Like many other countries in the world, Algeriasuffers from a weak competitive position in the agricultural sector, which pushed it into agricultural dependency and resorting to import to cover the deficit in domestic demand with bills that cost the country treasury billions of dollars. In this context, This research paper came to clarify the competitive conditions of the agricultural sector in general and the Algerian agricultural sector in particular, where the study sought to identify and diagnose the characteristics of the Algerian agricultural sector and the elements of its success byusingthe diamond model of Economist Michael Porter, using a descriptive and analytical approach, the study reached a set of results, the most important is: the Algerian agricultural sector has very competitive conditions, including material and human resources, but in terms of operational efficiency, Algeria is still far from the full use of the determinants of its agricultural activity.
