Abstract
تعتبر المشاركة في الحياة العامة واحدة من أهم الأبعاد الدالة على مدى تناغم الفرد مع الواقع الاجتماعي كما أنها دليل على درجة الولاء و الانتماء اللتان يتمتع بهما الفرد في مجتمع ما و المشاركة بهدا المعنى لا يسعى خلفها الفرد إلا بتوفر واحدا من المقومات الأساسية لنوعية الحياة الحديثة التي يتمتع بها الأفراد و خاصة الشباب هدا البعد هو التمكين بمفهومه الواقعي ،حيث أنه يتيح للشاب درجة عالية من تقدير الذات ،الشعور بالانتماء و كذلك الإحساس بأهمية مكانته ودوره في المجتمع ككل، مما يكون لديه نزعة ايجابية نحو الجماعية ،مشاركا و مساهما و فعالا في الحياة الخاصة و العامة على السواء ، لكن حالة وواقع الشباب في الجزائر و الوطن العربي فيما يتعلق ببعدي المشاركة و التمكين، ليست بالإيجابية لمجموعة من المبررات و الدواعي و هدا ما سنحاول إبرازه في هده الورقة البحثية Participation in public life is one of the most important indicators of the degree
of harmony of the individual with social reality as well as a proof of the degree of his sense of
loyalty and belonging to his society. Participation in this sense will not be perceived as a goal to
be pursued by any individual unless a necessary condition of the quality of modern life is met,
namely empowerment. Indeed, empowerment enables the members of any human society ,in
general, and youth ,in particular, to develop a high degree of self- esteeme, sense of belonging
as well as the perception of the important rank and role he has in society as a whole, which
fosters in him a positive inclination towards collectivity through participation, contribution, and
agency in private as well as in public life. the collective life of . does not seek the successor of
the individual only one of the basic components of the quality of modern life, Which is enjoyed
by individuals, especially young people. This dimension is empowerment in its realist sense. It
gives young people a high degree of self-esteem, a sense of belonging and a sense of the
importance of their status and role in society as a whole. Private and public life. However, the
situation and reality of the youth in Algeria and the Arab world in terms of participation and
empowerment are far from being satisfactory due to several factors and reasons ;the goal of the
present paper is to attempt to highlight the factors and reasons responsible for this deplorable
situation
