Abstract: Public deals are one the most important contractual mechanism that the regional groups bets on in order to achieve to implement their development programs, and are considered one of the most prominent aspects of public spending, considering public procurement as the channel that consume public money, for this reason the Algerian legislator subjected it to different types of control in its various stages. The relationship between public deals and rationalisation of public expenditure is centered through strengthening and activating administrative control over public procurement that the Algerian legislator seeks to achieve in regulating Public deals.
