قادة بن عبد الله, عائشةمحمد سمير, عياد2023-04-252023-04-252021-09-28https://www.asjp.cerist.dz/en/article/1669372602_ 6260https://dspace.univ-eloued.dz/handle/123456789/20239مجلد 12 العدد 02ظرا لما تشهده البيئة الافريقية من حالة لااستقرار في خضم زيادة التهديدات الأمنية العابرة للحدود كالارهاب، الهجرة غير الشرعية، تجارة المخدرات..، بالإضافة إلى الانتشار الواسع للفقر والأُميّة والتي انعكست على أداء وظائف الدولة وإدارتها لمؤسساتها، وهو ما ساهم في تغذيّة ثقافة العنف واكتسابها خاصة التعدّي لدول الجوار الجغرافي. لكل هذا حاولت الدول الوطنية على غرار الجزائر تحصين إطارها الجغرافي وتأمينه نظرا لشساعة حدودها وانكشافها وذلك عن طريق صياغة سياسات وإجراءات قانونية ردعية أو تعاونية من أجل الحد من هذه التجاوزات التي من شأنها أن تعصف بأمن الدول الوطنية واستقرارها. وتحاول هذه الورقة البحث في الآليات التي تعتمدها الدول الافريقية من أجل تسيير حدودها الوطنيّة وتأمينها ضد كل التهديدات والمخاطر والعمل على ايجاد أرضية للتعاون المشترك من أجل تحقيق الازدهار الاقتصادي. The African environment has been stabilized in the midst of increased transnational security threats such as terrorism, illegal migration, drug trafficking, and widespread poverty and illiteracy, reflected in the functioning and management of the state's institutions, which have fueled and gained a culture of violence, particularly the encroachment of neighboring countries. All of this has been attempted by Algeria-style national states to fortify and secure their geographical framework, owing to its borders’ scope and scope, by formulating deterrent or cooperative legal policies and procedures to limit these abuses that would undermine national states’ security and stability.
