بن يحيى, لخضرحروش, نورالدين2023-05-082023-05-082021-09-16بن يحيى، لخضر. حروش ، نورالدين. الأدوات التمكينية للبلديات في تنمية الأقاليم المحلية في الجزائر. مجلة الاقتصاد والتنمية المستدامة.مج 04. العدد02. 2021/09/16 . جامعة الوادي [اكتب تاريخ الاطلاع] متاح على الرابط [انسخ رابط التحميل].2661-7986http://dspace.univ-eloued.dz/handle/123456789/22233مقالتعتبر التنمية المحلية من المفاهيم الحديثة في الفكر التنموي، بعد قصور التنمية بمفهومها القومي الشامل، إذ أن التنمية التي كانت قائمة على التخطيط المركزي أفرزت إختلالات هيكلية معقّدة بين أقاليم الدولة الواحدة وبين أفراد المجتمع، مما انجرّ عنها ظواهر إجتماعية سلبية . وتوكل مسؤوليات التنمية المحلية لفواعل رسمية وغير رسمية على المستوى المركزي والمحلي، تعتبر البلدية أهمّها، نظرا لخصوصيتها التنظيمية، وتعتبر الوحدة القاعدية للامركزية الإقليمية في الدولة، وفضاء الإرادة الشعبية. ومن خلال هذه الورقة البحثية، قدمنا تقييما لواقع التنمية المحلية في الجزائر، وحصر أهم أدواتها لقيام البلدية بدورها على أكمل وجه، وخلصنا إلى أن التنمية المحلية في الجزائر لم تحقق النتائج المرجوة، نظرا لعدة اختلالات في المنظومة الإدارية والمالية ومحدودية نمط تسييرها الكلاسيكي، كما قدمنا جملة من الاقتراحات والتوصيات التي تساعد في رأينا على تخطي الصعوبات التي تعترض البلدية للنهوض بواقعها التنموي، وخلق بيئة ملائمة للتطور. Local development is a concept adopted by the thought of development after the deficiency of development in its national dimension, since development is based on central planning has produced structural imbalances. The responsibilities of local development have been entrusted by a set of official and unofficial actors at the local level, in particular as the basic unit of basic territorial decentralization, and the space of confluence of all the wills of the local inhabitants .
