The study of innovation in small and medium enterprises, depends on the specials and the obstacles facing this kind of institutions . Particularly the manager who has the main role of institutional competition. Also he has the control of behavior and organizational decisions, tactical and strategic. Still in the view of many people, the technological innovation is the first guarantor to develop institutions and the countries, but in fact, if it is not accompanied by such technology based on operation, management, research and development, will be burden rather than be revenue or wealth.
