مرجانة, عبد الوهاب2023-05-212023-05-212022-09-282602_ 6260https://dspace.univ-eloued.dz/handle/123456789/23704المجلد13 العدد2تبنى هذا المقال مقاربة أنطولوجية وجيوسياسية للمنظمات غير الحكومية الدولية لحقوق الإنسان متبعا تفحصا لتكوينها وتصنيفيها وكذا وضعيتها القانونية وكيفية انتشارها. ويصبح عمل الباحثين والمحللين في هذا المجال أكثر تدقيقا بتركيزه على الوسائل التي تستعملها في التأثير على الحكومات وفي الظروف التي تتأثر بها لتتماشى والرهانات التي تطرح عليها وبشدة ومن أبرز مميزات نشاط هذه المنظمات التي يجب أن تخضع لتحليل معمق من قبل الباحثين هي: 1) الإسهام والخبرة التي لا مناص منها. 2) المخاطرة التي يمكن أن تتسبب فيها بالنسبة للدولة الوطنية ومؤسساتها. كما يجب أن ترتكز هذه التحاليل وفق المقاربات التحليلية الموضوعية لتفصل في نقاط قوة نشاطات هذه المنظمات العاملة في مجال حقوق الإنسان بالنظر إلى معايير موضوعية (الاستقلالية والحياد ...إلخ) المطلوبة من أجل أن يتمتع هؤلاء الفواعل الذين لا يمكن تجاوزهم شرعية العمل. كما يتطرق هذا المقال إلى حتمية التعامل مع هؤلاء الفواعل الجدد الذين يؤثرون على الدول ويتأثرون من السياسات العالمية الغالبة. ويخلص هذا المقال على أنه من الصعب تجاهل هؤلاء الفواعل، الذين هم طرف في متناول القوى الجيوسياسية العظمى لا غيره، وبدل ذلك يجب العمل على مختلف الجهات للحصول على ما هو إيجابي ضمن نشاط هذه المنظمات، وعلى التحلي في آن واحد بالحنكة في اعتماد الاستراتيجيات الهادفة إلى التصدي إلى تأثيراتها السلبية.This article adopts an ontological and geopolitical approach to international human rights NGOs, following an examination of their composition and classification, as well as their legal status and how they are spread. The work of researchers and analysts in this field becomes more accurate by focusing on the means that you use to influence governments and the circumstances in which they are affected in order to align closely with the stakes presented to them. Among the most prominent features of the activity of these organizations that must undergo an in-depth analysis by researchers are 1.Contribution and inevitable experience. 2.The risk it could pose for the national state and its institutions These analyzes must also be based on objective analytical approaches to detail the strengths of the activities of these organizations working in the field of human rights in view of the objective criteria (independence, impartiality, etc.) required in order for these actors who cannot be overlooked to have the legitimacy of work This article also addresses the inevitability of dealing with these new actors who influence countries and are affected by prevailing global politics. This article concludes that it is difficult to ignore these actors, who are a party within the grasp of the great geopolitical forces and not others.
