بقاص, محمد الصادق2022-11-102022-11-102021https://dspace.univ-eloued.dz/handle/123456789/13752ماستر سياسة عامةالماء هو مصدر طبيعي محدود، هو ضروري للحياة ولنظامها البيئي، وهو أساسي للتطور الاقتصادي والاجتماعي. ولاية الوادي الواقعة في الجنوب الجزائري تواجه مشاكل حرجة متعلقة بالمياه وبالمحيط. ولمواجهة هذه الوضعية المعقدة يظهر لنا التسيير المدمج للموارد المائية هو الحل المناسب المحتمل. في هذا التصور، نقترح لهذا العمل منهجية التسيير المدمج لمقاربة منهجية التشخيص-الحل. النتائج المحصل عليها أظهرت وضعية مقلقة للموارد المائية حيث هي في حالة خطر وغير متجددة ومشتركة بالضرورة، الاستعمال الغير عقلاني للمستخدمين والتخلي عن المساعدة في اختيارهم، وتوفير الموارد وبتسعيرات قليلة جدا، التسيير المركزي منطقيا يتخطى الدراسات البيئية والاجتماعية والاقتصادية. والمشكل الأكبر يكمن في نظام التسيير الحالي بالنسبة لجميع القطاعات والحل يكمن في تسيير تشاركي ومن بين القطاعات الأكثر تشعبا و التي تتوجب بصفة حتمية تسييرا تشاركيا هو تسيير الموارد المائية والتسيير المدمج هو النهج الوحيد الذي يضمن تسيير أفضل ومستدام ويرضي جميع الأطراف الفاعلة The water is a limited natural resource, necessary to life and to the ecological systems, and essential for the economic and social development. The wilaya of El Oued located in the south of Algeria is facing problems more critical related to water and the environment. To cope with this complex situation the integrated management of water resources in the IWRM is manifested as an adequate solution potential. In this perception, we are going to propose in this work a framework of IWRM in a methodological approach Diagnostic - Solution. The results obtained revealed a situation alarming of the resource by: a vulnerable resource and non-renewable and necessarily shared, irrational use of neglected users without assistance in their free choice, a supply and pricing of the resource which do the values Little, centralized management logically surpassed by the Green issues-socio-economic. For this it is proposed a new strategic vision IWRM which is based on the integrated approach, attentive and participative of users, which puts the common interest, the development of the Territory and the protection of resource above all. The biggest problem lies in the current management system for all sectors. The solution lies in participatory management.
