تميزت حقبة التسعينات بقيام بعض المؤسسات الرائدة باتخاذ إجراءات لدمج التفكير والعمل معا وتحرير طاقات الإبداع والتجديد لدى موظفيها بهدف التنافس بشكل فعال وإيجاد مؤسسة أكثر فعالية وتفاعلا داخليا و/أو خارجيا، وسميت هذه الحقبة بحقبة التمكين الاداري حيث يشعر فيها العاملون بحقيقة مهامهم ويصبح لديهم رغبة واهتمام شخصي بتحسين أداء المؤسسة والمقصود من تمكين الموظف هو رفع قدرته على اتخاذ القرارات بنفسه وبدون إرشاد الإدارة. فالهدف الأساسي من التمكين توفير الظروف للسماح لكافة الموظفين بأن يسهموا بأقصى طاقاتهم في جهود التحسين المستمر, وبالتالي فان مصطلح التمكين يتضمن مشاركة عملية اتخاذ القرار مع المستويات الإدارية الأخرى شريطة ان يكون للمستويات العليا حس التمكين الإداري من خلال توفر محدداته فيهم, وهذا ما تناولناه في هذه الدراسة " محددات التمكين الإداري لدى رؤسات مفتشيات التجارة بولاية الجزائر" من خلال اختيار عينة عشوائية بسيطة من متخذي القرارات اين برهنت النتائج ان التمكين الإداري في مفتشيات التجارة لم يرقى الى وضعه الحقيقي والمرغوب.
